Document Description: This document is the implementation procedure for the "Product Protection" clause 8.5.4 of the ISO 9001:2015 standard, classified as a second-level document (procedure document). Product protection refers to the identification, handling, packaging, storage, and protection of products (including raw materials, semi-finished products, finished products, and their components) during internal processing and delivery to the intended destination, to prevent product deterioration, damage, misuse, or loss of performance. The value of this procedure lies in transforming the concept of "protection" from a slogan into executable, inspectable, and traceable daily actions, reducing scrap and customer complaints caused by handling impacts, moisture in storage, improper packaging, and damage during delivery. It is applicable to all enterprises with physical product flows, especially small and medium-sized manufacturing enterprises in industries such as electronics, machinery, food, chemicals, and building materials, which are sensitive to storage environments or handling methods.

1. Purpose

To standardize the identification, handling, packaging, storage, and protection activities of products during internal processing and delivery, clearly define the protection requirements and responsible persons at each stage, prevent product deterioration, damage, loss, confusion, or misuse throughout the production and delivery process, and ensure that the products delivered to customers meet the specified requirements, fulfilling the requirements of clause 8.5.4 of the ISO 9001:2015 standard and applicable laws and regulations.

2. Scope of Application

This procedure applies to the product protection control of all products (including raw materials, purchased components, work-in-progress, semi-finished products, finished products, and accompanying attachments, spare parts, and packaging materials) from the time they are inspected and stored upon arrival, through production processing, finished product storage, and up to delivery to the customer's designated location. Specifically, it includes:

  1. Storage and protection of raw materials and purchased components after they are stored.
  2. Handling, temporary storage, and protection of work-in-progress and semi-finished products during production.
  3. Storage, packaging, and protection of finished products before shipment.
  4. Protection during transportation and at the delivery site (including the protection of accompanying technical documents and certificates of conformity).
  5. Special protection requirements specified by the customer or contract (such as anti-static, constant temperature and humidity, hazardous materials, fragile items, and quality management).

3. Responsibilities

Department/Position Responsibilities
Storage Department Responsible for the inspection and storage of raw materials, semi-finished products, and finished products, zoning, environmental control, regular checks, and inventory management; responsible for organizing and supervising handling and loading operations.
Production Department Responsible for the fixed placement, inter-process transfer protection, and on-site temporary storage management of work-in-progress and semi-finished products; responsible for the implementation of packaging operations.
Quality Department Responsible for supervising and inspecting the storage environment and protection effectiveness, determining protection abnormalities, and organizing the analysis and verification of the causes of protection abnormalities.
Technical Department Responsible for formulating packaging technical specifications, storage conditions, and special protection requirements, and providing protection operation guidance.
Sales Department/Logistics Department Responsible for organizing the shipment of finished products, selecting transportation methods, tracking protection during the delivery process, and confirming customer receipt.
Purchasing Department Responsible for communicating special protection requirements for storage, handling, and packaging to suppliers, and supervising the quality of protection upon delivery.
Management Representative Responsible for coordinating the handling of major protection issues and approving changes to protection plans.

4. Work Procedures

4.1 Identification and Planning of Protection Requirements

  1. The Technical Department, during the product design and development phase, identifies protection requirements for each stage based on product characteristics, including:
    • Handling requirements: handling methods, tools, height limits, weight limits, anti-vibration, and anti-toppling requirements.
    • Packaging requirements: packaging materials, packaging methods, labeling requirements, and anti-moisture, anti-rust, and anti-static requirements.
    • Storage requirements: temperature, humidity, ventilation, lighting, stacking layers, shelf life, and isolation requirements.
    • Protection requirements: anti-corrosion, anti-deterioration, anti-pollution, anti-damage, and special protection measures.
  2. The Technical Department incorporates the identified results into the "Product Protection Requirements List" and distributes it along with the process documents to the Storage Department, Production Department, Quality Department, Sales Department, and other relevant departments.
  3. If the contract or customer has special protection requirements, the Sales Department should specify them during contract review and communicate them to the relevant departments for execution.

4.2 Identification Protection

  1. Products should maintain clear and complete identification during storage and transfer, including product name, specifications, quantity, batch/production date, status (pending inspection/qualified/nonconforming/pending processing), and storage requirements. The identification method should follow the "Identification and Traceability Control Procedure."
  2. For products with shelf life or storage duration requirements, the production date and expiration date should be noted in the identification, and the first-in, first-out (FIFO) principle should be implemented.
  3. For products sensitive to protection conditions (such as fragile items, moisture-sensitive items, anti-static products, and hazardous chemicals), prominent protection warning labels (such as "Fragile," "Moisture-Resistant," "Handle with Care," "Anti-Static") should be placed on the packaging and storage areas.
  4. Identification should be firm, clear, and resistant to falling off or fading. If the identification is damaged or unclear, the custodian should promptly replace it and verify it.

4.3 Handling Protection

  1. Handling operations should use appropriate handling tools (forklifts, hydraulic trucks, pallets, turnover boxes, lifting equipment, etc.). Handling tools should be regularly inspected and maintained to ensure they are in good condition.
  2. Handling personnel should receive job training and master the correct handling methods: gentle handling, stable lifting, no over-height, no over-weight, no mixed loading, and strictly prohibit rough handling such as throwing, tossing, dragging, or pulling.
  3. Precision, valuable, and fragile products should use dedicated turnover tools. When necessary, anti-vibration, anti-static, and anti-impact measures should be taken, and these products should be handled by trained personnel.
  4. Products transferred between processes should be placed in specified containers or areas, neatly arranged to prevent compression and collision. If any abnormalities are found during handling, the operation should be immediately stopped and reported to the Quality Department.
  5. Handling operations should be recorded. For large or valuable products, the Storage Department should fill out the "Handling Operation Record."

4.4 Packaging Protection

  1. The Technical Department formulates the "Packaging Operation Guide," specifying packaging materials, packaging methods, box quantities, padding methods, protective materials (desiccants, cushioning materials, rust preventive oil, etc.), and external packaging labeling requirements.
  2. The Production Department/Packaging Group implements packaging operations according to the packaging specifications, ensuring:
    • Packaging materials are clean, dry, and intact, suitable for the products being packaged.
    • Products are securely fixed within the packaging to prevent movement and collision during transportation.
    • Accompanying documents (certificates of conformity, user manuals, packing lists) are complete and correctly placed.
    • External packaging labels are clear and complete, including product name, specifications, quantity, and storage and transportation symbols.
  3. The Quality Department conducts random inspections of packaging quality according to inspection specifications, checking the integrity of the packaging, the correctness of the labels, and the reliability of the padding. Only after passing the inspection can the products be stored or shipped.
  4. If the customer has special packaging requirements, they should be followed and recorded.

4.5 Storage Protection

  1. The Storage Department divides the storage areas according to product characteristics: raw materials area, semi-finished products area, finished products area, pending inspection area, nonconforming products isolation area, and returns area. Each area should be clearly labeled and have clear access channels.
  2. Storage environment control:
    • For products with temperature and humidity requirements, the warehouse should be equipped with temperature and humidity meters. The Storage Department should record the "Warehouse Temperature and Humidity Record" twice daily (morning and afternoon). If any exceedance is detected, immediate measures such as dehumidification, ventilation, and cooling should be taken.
    • Moisture-sensitive products should be stored away from walls and floors (generally at least 30cm from the wall and 10cm from the floor), and proper moisture and mold prevention should be implemented.
    • Hazardous chemicals and flammable and explosive materials should be stored in dedicated warehouses with dual-person dual-lock management.
    • Anti-static products should be stored in anti-static areas and use anti-static packaging.
  3. Stacking management: stack according to the stacking layer requirements marked on the packaging boxes, ensuring no over-height, no over-weight, heavy items do not press on light items, and large items do not press on small items to prevent collapse and deformation.
  4. Inventory management: establish ledgers or identification cards for all inventory products to ensure consistency between accounts, physical items, and cards. Timely register entries and exits, and conduct regular inventory checks (monthly minor checks, quarterly major checks). Any discrepancies in inventory checks should be handled according to the "Nonconforming Product Control Procedure."
  5. FIFO: the Storage Department should implement FIFO based on production dates/batch numbers, verifying batches during distribution to prevent over-storage.
  6. Regular inspections: the Storage Department should conduct a protection inspection of inventory products weekly, checking the storage environment, packaging integrity, product appearance, and shelf life, and fill out the "Product Protection Inspection Record." Any abnormalities should be immediately reported to the Quality Department.

4.6 Protection During Delivery

  1. The Sales Department/Logistics Department should select appropriate transportation methods and tools based on product characteristics and customer requirements. For products with special transportation requirements (constant temperature, anti-vibration, anti-tilting, etc.), the transportation conditions should be clearly communicated to the carrier.
  2. The loading operation should be supervised by the Storage Department, ensuring gentle loading and unloading, secure fixation, and reasonable stacking to prevent bumps and collisions during transportation. After loading, verify the quantity and variety, and process the "Finished Product Outbound Order" or "Shipment Order."
  3. Technical documents, certificates of conformity, and warranty books delivered with the products should be properly packaged to prevent moisture and loss.
  4. After the products are delivered to the customer's designated location, the Sales Department should follow up on customer receipt. If the customer finds any shortages or damage during acceptance, handle it according to the "Nonconforming Product Control Procedure" and the "Customer-Related Process Control Procedure."
  5. If the company is responsible for transportation, transportation handover records should be retained. If third-party transportation is used, the protection responsibilities should be clearly defined in the contract, and transportation documents should be retained.

4.7 Handling of Protection Abnormalities

  1. If any department discovers that products have deteriorated, been damaged, contaminated, expired, or lost their identification during handling, packaging, storage, or delivery, they should immediately isolate the products and report to the Quality Department.
  2. The Quality Department should organize relevant departments to analyze the causes, assess the impact on product quality, fill out the "Product Protection Abnormality Report," and propose handling opinions (rework, repair, downgrade, scrap, conditional acceptance, etc.), following the "Nonconforming Product Control Procedure."
  3. For batch losses or impacts on customer delivery due to inadequate protection, the Quality Department should organize a special analysis, revise protection requirements or operation guides, and prevent recurrence.
  4. The Quality Department should archive records of protection abnormalities and their handling, using them as inputs for management reviews and continuous improvement.

1. How to Modify According to Actual Enterprise Conditions

  1. Product Type Adaptation: Electronic enterprises should focus on adding anti-static protection clauses; food and pharmaceutical enterprises should strengthen shelf life management, hygiene protection, and temperature and humidity control, and align with HACCP requirements; chemical enterprises should detail the storage of hazardous materials, dual-person dual-lock management, and leakage emergency clauses; mechanical processing enterprises should highlight rust prevention, impact protection, and lifting and handling requirements for large workpieces. In section 4.1, a list of product protection requirements for the enterprise can be appended as an appendix, detailing the protection points for each type of product.
  2. Organizational Structure Adaptation: Small enterprises without an independent storage department can integrate storage responsibilities into the production department or assign them to a designated warehouse manager, ensuring daily inspections by a specific person. For enterprises where sales and logistics are combined, the delivery protection responsibilities can be unified under the sales department. Small warehouse area enterprises can adopt a "daily clearance and settlement" method to reduce in-storage time and shorten the protection cycle.
  3. Outsourced Transportation Adaptation: Enterprises primarily using third-party logistics should refine section 4.6 into a "Transportation Outsourcing Management Regulation," clearly defining the carrier's qualifications, loading and acceptance procedures, transportation process information tracking, and responsibility for damage upon delivery. These requirements should be solidified in the transportation contract.
  4. Information System Adaptation: Enterprises using ERP/WMS systems can use the system's inventory module to replace manual ledgers, but the batch management for "FIFO" and the inventory check requirements for "account, physical item, and card consistency" should remain unchanged. Temperature and humidity records can be changed to automatic monitoring recorders, with data regularly exported and archived.

2. Audit Focus Points (Frequent Check Items During Certification Audits)

  1. Auditors will inspect the warehouse on-site: randomly check 2-3 types of inventory products, verify the consistency between ledgers, identification cards, and physical items, and check whether they are stored in designated areas, whether there are protection warning labels, and whether stacking is compliant.
  2. They will check temperature and humidity records: for products with temperature and humidity requirements, ensure that the records are continuous and complete, and that any exceedances have been addressed and closed.
  3. They will trace the shipment records of a batch of finished products: from the outbound order, loading record to the customer receipt, to verify whether the delivery process protection is under control.
  4. They will ask handling personnel: whether they know the handling requirements for fragile/anti-static/moisture-sensitive products, and observe whether the actual handling operations on-site are consistent with the procedures.

3. Common Errors

  1. Protection Requirements Not Documented: the procedure states "do a good job of protection" but lacks specific standards, leading to on-site execution based on intuition and inability to provide evidence during audits. Protection requirements should be detailed in the "Product Protection Requirements List" and operation guides.
  2. Temperature and Humidity Records Falsified or Backfilled: recording once a week or even a month, leading to discrepancies with the duty log when discovered by auditors, resulting in nonconformities. Daily accurate recording should be insisted upon.
  3. FIFO Only on Paper: ledgers do not record batches, and products are randomly selected for distribution, leading to expired products reaching customers and even causing complaints. Batch management and distribution verification must be implemented.
  4. Rough Handling: the procedure is well-written, but on-site forklifts are overloaded, and turnover boxes are thrown, leading to a disconnect between the procedure and actual operations. Training and on-site inspections should be used to correct this.
  5. Lack of Protection During Delivery: only managing up to the point of outbound, with no tracking or records for the transportation process and customer receipt, leading to unclear responsibility when damage occurs upon delivery. Transportation handover and receipt evidence should be retained.
  6. Protection Abnormalities Not Closed: discovering damaged packaging or moisture-affected products during inspections, only recording the issues without addressing or verifying them, leading to long-term unresolved abnormalities.
