Why Do We Need to Distinguish Four Inspection Stages?

Many small and medium-sized enterprises (SMEs) simply understand "quality inspection" as "checking before the final shipment," which often results in: materials have already been used, work has already been done, and problems have already occurred, leaving only the option to screen and scrap the defective items.

IQC, IPQC, FQC, and OQC are inspection activities at four critical points from incoming materials to final shipment, each responsible for different quality control tasks. By clearly planning these four stages, companies can shift from "reactive screening" to "process control."

Positioning of the Four Inspection Stages

1. IQC (Incoming Quality Control)

Positioning: Preventing issues from entering the factory.

The inspection targets are raw materials and components delivered by suppliers. The effectiveness of IQC directly impacts the quality stability of all subsequent processes. For companies with high incoming material nonconformity rates, any effort on the production line is like "carving flowers on garbage."

Planning Points:

  • Develop an "Incoming Inspection Standard," specifying the sampling plan (AQL value), inspection items, and acceptance criteria.
  • Determine inspection frequency and methods based on material risk classification (key components, important components, general components).
  • Establish a nonconforming product handling process (return, acceptance with concessions, special acceptance approval authority).

2. IPQC (In-Process Quality Control)

Positioning: Identifying and correcting deviations during the process.

IPQC is the most "valuable" of the four stages—because it can intercept defects before they flow to the next process. It includes three forms: first article inspection, patrol inspection, and final piece inspection.

Planning Points:

  • First Article Inspection: The first piece of each batch or after each changeover must be inspected. Only if it passes can the batch proceed to production.
  • Patrol Inspection: Regularly (e.g., every 2 hours) check key parameters and operational standards on the production line.
  • Record inspection results in the in-process inspection record form, linking them to the production batch.

3. FQC (Final Quality Control)

Positioning: Comprehensive confirmation before product storage.

FQC involves a comprehensive quality confirmation of the finished product, typically including appearance, dimensions, and functionality. The inspection standards are derived from the product specification and customer requirements.

Planning Points:

  • Clearly define the criteria for full inspection or sampling inspection, aligning with product risk and customer requirements.
  • Use inspection results as one of the bases for product release.
  • Isolate nonconforming products and initiate a review process.

4. OQC (Outgoing Quality Control)

Positioning: The final safeguard before shipping to customers.

OQC inspects the batch about to be shipped, focusing on packaging, labeling, accessories, quantity, and any special customer requirements. Many customer complaints are not about product functionality but rather issues like damaged packaging, missing accessories, or incorrect labels—these are precisely what OQC should intercept.

Planning Points:

  • Inspection items should emphasize packaging integrity, label accuracy, and completeness of accessories.
  • Determine the sampling ratio based on customer level and product risk.
  • After OQC approval, the product can generate shipping documents.

Logical Relationship Between the Four Inspection Stages

IQC → Block at Entry → IPQC → Block During Process → FQC → Block Before Storage → OQC → Block Before Shipment

These four stages are not all "equally strict," but rather planned according to risk:

  • For stable and reliable incoming materials, IQC can be reduced.
  • For processes with sufficiently high process capability (Cpk), IPQC can be relaxed.
  • For strict customer requirements, OQC cannot be skipped.

Three Key Principles for Inspection Planning

  1. Inspection Does Not Equal Manufacturing Quality—Inspection is about "discovering" problems, not "solving" them. Relying long-term on intensified inspections to compensate for insufficient process capability is the most costly and least efficient solution.
  2. Inspection Frequency Should Be Linked to Risk—Intensify inspections for high-risk products/processes and relax them for low-risk ones, tilting inspection resources toward critical points.
  3. Records Must Be Traceable—Each inspection stage's records should be linked to the production batch number and work order number to ensure that customer complaints can be traced back if they occur.

Summary: IQC, IPQC, FQC, and OQC are not four isolated inspection stations but a series of layered quality defenses. Companies do not need to be "strict in all stages" but rather need to be "strict where it matters." By planning inspections effectively, the greatest quality risks can be managed with the least inspection cost.
